Technical bid, financial bid and BOQ pricing

The technical bid proves capability and compliance; the financial bid states the offered price. Mixing the two can cause rejection before the price is evaluated.

What belongs in each bid cover?

Upload qualification evidence, technical response, methodology and non-price schedules in the technical cover. Upload rates and totals only through the prescribed financial form or BOQ. If the tender uses additional covers for fee, prequalification or quality submissions, follow that structure exactly.

Practical checks

  • Use a cover-by-cover submission checklist.
  • Remove rates from technical schedules and filenames.
  • Do not upload the BOQ to the wrong cover.

Technical compliance and deviations

Respond clause by clause where a compliance matrix is provided. Disclose deviations only through the prescribed schedule. Conditional bids, unapproved alternatives and omissions can make a bid non-responsive even when the proposed product or method appears superior.

Practical checks

  • Reference supporting datasheets and certificates precisely.
  • Answer every mandatory specification.
  • Keep assumptions out of the price schedule unless permitted.

How to fill the BOQ safely

Use the authority-provided BOQ file and edit only permitted cells. Do not rename columns, alter formulas, add rows or convert formats unless instructed. Confirm unit, quantity, rate, tax treatment, rounding and the relationship between unit rates and total amounts.

  • Work on a copy and preserve the original.
  • Validate every formula and protected field.
  • Upload the final file in the exact required format.

Building a sustainable tender price

Rate analysis should include materials, labour, equipment, freight, loading, testing, wastage, taxes, statutory charges, site overhead, head-office overhead, financing, risk and reasonable profit. Review whether rates are fixed or adjustable and how uncertain quantities will be measured.

  • Document supplier quotations and assumptions.
  • Stress-test cash flow and payment delays.
  • Do not chase L1 below executable cost.
