How to determine whether the company is eligible
Start with the bid data sheet and qualification section. List each mandatory condition—entity type, registrations, experience, turnover, net worth, bid capacity, personnel, equipment, EMD and declarations—and attach exact evidence. A bidder should proceed only after resolving contradictions and understanding disqualifying clauses.

What MSME status may exempt
Eligible Micro and Small Enterprises may receive benefits such as tender-set or EMD exemption under applicable policies and tender conditions. Medium enterprises, traders and resellers may be treated differently. The bidder must claim the benefit correctly and upload the required current proof.

Startup experience and turnover relaxation
DPIIT-recognized startups may receive relaxation from prior turnover or experience in procurements that adopt the applicable policy, while still meeting quality and technical specifications. State policies and individual tenders vary, so the bidder must identify the actual clause granting relief and its required proof.
